New influx-meta cleanup-shards command #6842

A new influx-meta cleanup-shards command has been added to clean up shards and shard groups in the metadata of a live cluster.
- Shards with no owners are removed from metadata
- Shard groups containing no shards are removed from metadata
- A summary of changes is displayed for user confirmation before committing
- The command fails safely if cluster metadata is modified while it runs
