chore: upgrade build nodejs to LTS version 24.13.0

Briefly describe your proposed changes:

• Sets node-js version to v24.13 which is the current LTS.
• Removes dependency on node-sass
  • it required cross platform native builds with node-gyp
  • it has been deprecated since July 2024
  • it appears the functionality provided is now a part of the sass library
• Updates sass library to the latest release 1.97.3

What was the problem?

Need to update eslint to v 9.26 (dependabot) and in general to update nodejs build support.

What was the solution?

• CHANGELOG.md updated with a link to the PR (not the Issue)
• Well-formatted commit messages
• Rebased/mergeable
• Tests pass
• swagger.json updated (if modified Go structs or API) - n.a.
• Sign CLA (if not already signed)

This has been updated to cypress/browsers:24.13.0. Note on a first run the test explore_influxql.test.ts timed out. But on a second run it passed. It might be flaky with this cypress browser image and might need to be revisited.
