Move the canonical import location for more functionality to the top-level namespace?

I think that makes sense to me, especially dof_desc. I'm okay with moving trace_pair objects like TracePair to the top level import as well, though I think it could be argued that users wouldn't necessarily ever need to explicitly import and create a TracePair since there are utility functions: interior_trace_pair, brdy_trace_pair, bv_trace_pair, etc. which handle things.

What's the status of this issue? Should we go ahead and move the import level of dof_desc and trace_pairs?

Nothing has moved, but I'd welcome PRs that "make it so".
