chore(upstream): track the background-wake completion alert fix - #599

A Claude background task or subagent that finishes while the agent is idle wakes it, but the thread briefly reads as done first, so the completion alert fires twice. Track the upstream fix that holds the thread working through that handoff.

.github/upstream-tracked-prs.json.When a Claude background task or subagent finishes while the agent is idle, Claude Code hands the result back and the agent starts a new turn a few seconds later. In that gap the thread reads as done, so the completion sound, toast and desktop notification fire, and then fire again when the woken turn settles. pingdotgg#13933 keeps the thread working through the handoff (fixes pingdotgg#13625). pingdotgg#14073 fixes the same alert inside the Claude adapter instead; the entry says to take whichever upstream merges.
