New predictions message is shown even if no new predictions were generated

Describe the bug
New predictions message is shown even if no new predictions were generated - i.e. if all predictions were already included in the previous prediction run and have been inherited.

Expected behavior
Display "new predictions" only if new predictions were generated and otherwise only show that the prediciton run is complete.
