Summary

add the GLATTER_WINDOWS_EGL_GL platform and generated loaders
refresh Khronos GL/EGL/GLES headers and regenerate platform outputs
fix MinGW header-only linkage and expand build/CI coverage

Testing

python -m pytest tests/test_build.py -rs (CC=gcc CXX=g++)
