Rule config in .pgproj or .pgproj.analysis.json: per-rule enabled flag + severity override.

    Per-rule config done — Analysis/AnalysisConfig.cs (.pgproj.analysis.json, per-rule enabled + severity); tests AnalysisConfigTests.cs. Closing as already done. (EP-ANALYSIS+ #79 external rule packs + #81 grow-rules remain open.)
