IIA-2099: Use New Default Placeholder Concept for Empty Components

This PR will store empty components using the new BLANK CONCEPT. This will allow autosave to save progress correctly, empty components will remain empty.
This also allows the user to store a component as empty in the database.

I think you might be right, let me just double check with the team if saving a component as blank is valid or not, now....
That is, things have changed now, before we couldn't save empty Component but now we can, just like we can save empty CSet and empty CList.
