I just tried to run this tool on a dynamic wallpaper and it printed that the image has been converted to a .jpg. To me it looks like the readme is outdated

Created new wallpaper for the main screen in file:///Users/xxxxx/Library/Application%20Support/ChangeMenuBarColor//wallpaper-screen-adjusted-2E474A00-D3E4-466A-9666-8E477FBE7618.jpg
Wallpaper set

All done!
