Added bctls manually since Junie was very confused there.
OK, Junie went mad and implemented the rest. I don't understand some of this, but in as much as I follow it, it looks... likely?
So, seems that it got some stuff wrong, but also fooled itself into thinking the tests validated its approach. Got to love TDD. This looks more hopeful.

As an experiment, I wondered if Junie (the Jetbrains AI Agent) could knock this out. Taken about 60 minutes, wall-clock - of which probably 45 minutes involved me watching unrelated videos while I clicked Allow.
This is currently untested, and therefore draft, but does have some tests that even pass.
