Encourage slides to be uploaded in PDF

Description

Too often presenters are surprised while presenting when their slides have unusual renderings.

I believe that rendering issues never occur when the presenter uses their native tool to generate a PDF and that PDF is uploaded to Datatracker.

It may be good for Datatracker to encourage the uploading of PDFs.
