Include MOOSE python utilities in conda and apptainer #31668
Description
Motivation
MOOSE has many python utilities that would be useful to access within conda and container environments, including: postprocessor processing and web server control. Including these in the environments will allow users access to these utilities without having a moose repo available.
Design
Include a new conda package moose-python that installs a subset of MOOSE python utilities including: mooseutils, MooseControl, and mms. Along with packages contained in physics modules.
Impact
More utilities for user without a clone of moose repo.
