We need to lock in a specific version of dotnet format and not use the one coming with the SDK - so we tap the AzDO feed and install a specific version that is then called "dotnet-format". This is similar to before but there are no longer versions published on nuget.org. Like in dotnet/format#1641, we also to have a common version everywhere.
