"blind" action

As an idea for the NGI Assure application we could implement an action to blind (or mask) personal information from datasets.

excavator blind [--options] --bit <path/to/bit.config> [--dry-run] <path/to/archive>

We could use the Blinding Identity Taxonomy (BIT) proposal as a schema: https://docs.kantarainitiative.org/Blinding-Identity-Taxonomy-Report-Version-1.0.pdf
