Modifies the Docker healthcheck to dynamically resolve the port to use by prioritizing the PORT environment variable, then data/local.yaml, then config/default.yaml before falling back to 8080. Modifies the GitHub Action CI workflow to use a port matrix strategy to test building and running the container on the default and a custom port (8090).
