fix(comments): chip sits beside the send button; message marker moves to the bottom-right - #288

… to the bottom-right The composer chip straddled the chat box's top edge, where banners above the box covered it and, in the one-line composer, it hung over the chat. It now renders inline in the composer's action row, just before the send button, which both composer layouts keep, so it is always inside the box and never covers the draft. The per-message comment marker sat at the message's top-right, on top of a leading code block's wrap and copy buttons; it now sits at the bottom-right. Problem
The review-comment chip from #286 sat on the top edge of the chat box. Banners above the box (for example "Resume with less context") covered it. In the one-line chat box, it hung over the chat.
The "💬 N" marker on an agent message sat at the message's top-right corner. When a message starts with a code block, it covered the block's wrap and copy buttons.
Fix
All changes are in fork files, plus a move of the one marked seam line in
ChatComposer.tsx.Evidence
CI runs the checks. No screenshots: the preview browser cannot run on this host.
