Create DyLint rules for Hyperspot

• generate first version of the DyLint rules
• split rules by categories like DE01, DE02, ..., assign ID like DE0101, DE0102, etc
• Makefile target make dylint - run all checks
• Makefile target make dylint-list - list all checks
• Makefile target make dylint-test - run tests for all checks
• create a prompt to generate DyLint rules based on DNA + provided examples
• prepare a PR with dylint_lints/LINTS.md plan proposal, see some raw ideas attached here @Bechma
• prepare PRs with top-10 new dylints @KvizadSaderah

After further discussion, we are going to start applying more safeguards by using traits, generics and macros instead of relying so much in dylint rules.
