Create tool for verifying access to kvm/mshv/whp

To get hyperlight running for the first time, it is sometimes necessary to change group/permisson for /dev/kvm, for example. For new users, it would be useful to have a standalone tool to verify correct access/permissions of kvm/mshv. If something is incorrect, the tool could also report how to fix it. It could also be useful on windows to check if hyperv and necessary features are enabled.

I'm thinking something similar to the tool firecracker has https://github.com/firecracker-microvm/firecracker/blob/main/docs/getting-started.md
