Add some Quality of Life changes to reference tests * ShanghaiLove tests tend to OOM in parallel execution. Exclude them. * LegacyTests, as generated code, are not subject to SPDX header checks. Signed-off-by: Danno Ferrin <danno.ferrin@gmail.com>
