Identity Management Specifications #235
Description
Write specifications for identity management for cross-network interoperability modes:
- Remove content redundancy and reduce verbosity in existing files.
- Separate network-specific features from features involving third-party decentralized identity registries into different RFCs, to give users more choice and flexibility.
- Provide an updated specification of the protocols to conform to the latest models as sketched out in these RFCs.

Split or merge files into multiple RFCs if you think that will be more comprehensible to the reader. Rename the titles if necessary. Create more RFCs if necessary.
