Impose scalafmt import rewrite rule

Feature description

There are various import style, convention, sorting, grouping used. This has introduced many unnecessary diff and conflict as different IDE, Language Server might do the import differently.

https://scalameta.org/scalafmt/docs/configuration.html#imports scalafmt import rewrite should be imposed so there is consistency across different branches.
