PyAppExec 0.4.0

The latest release of PyAppExec is v0.4.0.
Prebuilt binaries are currently available for Windows only. macOS and Linux builds are coming soon once polishing is finished.

This is the first public release, and it includes both the installer and the bootstrapper components.
The bootstrapper is available in two variants: a GUI version and a CLI version.
The CLI version is significantly smaller in size.
