• Contain file <> file links, relationship, optionally also certainity and reason
• User can see reason and certainity and chose to comply or dissent with reason
• User can set auto-action if parameters are met. Ex. [this is better] if [100%][all] votes agree that [the other (worse, file)] is a [lower quality dup] and [has atleast 100 Votes] and [no veto]
• Option to only present dupe repo opinion if both hashes are in possession
• Dedup system can tell you if there's a better file that you do not possess

A repository like this would by necessity be more heavily moderated than current PTR since in this case you really don't want polluted data.

Aka, the whole duplicate processing/preparation to be done on the server.
