feat(dev-tools): Root Makefile & automated CLI workflow for Phone and Watch #33

What to build

Provide a unified developer CLI and workflow via a root Makefile that allows building, testing, installing, and streaming logs for both the Android phone app and Huawei Lite Wearable watch app with simple one-line commands.

Acceptance criteria

• make help displays scannable reference of all available developer targets.
• make phone-build compiles Android debug APK (phone-app/app/build/outputs/apk/debug/app-debug.apk).
• make phone-install / make phone-run installs APK onto connected Android device and launches main activity.
• make phone-test and make watch-test execute full unit test suites for phone and watch.
• make phone-logs streams adb logcat filtered by navigation, WearEngine, and runtime error tags.
• make test runs tests across both modules.
