important: we need to deprecate classes before we remove them (the classes we remove from __init__ were not deprecated)

Removes Constrained Beam Search generation strategy from the codebase. Directs users to the
transformers-community/constrained-beam-searchrepository.It has been a warning for a few releases, but now
trust_remote_code=Trueis required to run constrained beam search.Depends on #40480 and #40495
