There should be an option for reader to turn on/off connections from outside the diagram.

Are you referring to these two figures? So then, after the change there should only be one figure instead of two, and you can "toggle" the connections I.E. remove/add the "blue circles" using a button.

That'll also mean that the prose should be slightly changed, so that it says something like 'Press the "show connections" button to see the permanences above the connection threshold (I.E. the "connected" neurons.'
