have a English version of the main webpages

in order to
get information about international workshops.

Acceptance Criteria

• all content can be viewed in German

• the navigation bar can be viewed in English

• application pages can be viewed in English

• when a user visits any webpage of the workshop portal, he / she can witch the language with a button in the top right corner.

Yes, a button for switching the language would be good.
