Dependency on old version of INIFile

For some reason, the baseline depends on INIFile-jf.3 but there have been newer version in this package since 2005:

Squot/src/BaselineOfSquot.package/BaselineOfSquot.class/instance/baseline..st

Lines 26 to 28 in dfbe392

One problem with this old version is that it still uses underscore assignments which raised errors in my image.
