What is the motivation for adding/enhancing this feature?
Currently unpacking is enabled for the users having COMMON_ADMIN permission. Which is typically the Super or Admin user. The new permissions will enabled store users to unpack the order.
What are the acceptance criteria?
Users having COMMON_ADMIN or SF_UNLOCK_ORDER permission should be allowed to unpack the order.
Can you complete this feature request by yourself?
