Cloudformation helper scripts used to be installed using easy_install and the binaries were explicitly placed in /opt/aws/bin. This change makes installations from tarball using pip install which by default places bin in /usr/local/bin. Additionally, this change modifies bin path prefix to /usr/local/bin wherever cfn-* scripts are called.
