update to use uv for package management and build / deploy

@rsnodgrass just a heads up i hope to submit a PR sometime this weekend with a full refactor on the development and deployment pipeline.

Currently have uv up and running, and working on the packaging and publishing workflows to use uv instead of setup.py

Excellent, thank you. I will just be merging these and not giving deep reviews, since they are so intrusive changes.

We should probably bump the major version after all these changes.
