Proposed change

Bumps tesla_powerwall library from 0.3.18 to 0.3.19 (in order to work on #86357)

Started the CI on this one, will test it on my local install, and if it's all good will get it merged before I get to sleep. that way your other PRS won't have to wait for approvals for the CI to run anymore
