ZHA radio migration: reset the old adapter

Proposed change

Dual-radio adapters like the HUSBZB-1 cannot be unplugged after migration: this causes two concurrent Zigbee networks with the same settings to be active, causing massive network degradation on the new radio.

With #79565 now merged, this PR adds an extra step to the ZHA migration flow to reset the old radio using the new zigpy reset API:
