Fix zwave_js custom trigger validation bug

Proposed change

We attempted to fix issues where automations would fail for these custom triggers during startup and the config entry wasn't ready yet for dynamic validation here: #72471

The assumption was that we would set a key on the config with the nodes, and during the attach portion, we would use that to grab the nodes. Instead we grab the nodes from all targets for both dynamic config validation and for attaching the trigger. To ensure that someone doesn't craft an improper automation offline, we also validate during the attach phase so it's clear to the user that they did something wrong.
