Proposed change

This PR allows TensorFlow, camera.snapshot, and stream.record to create directories if they do not exist prior to attempting to write the file. The services already allow the use of templates, so when combined with Media Browser and Media Source, this allows automatic creation of sub-folders which helps better organize media by date for example.

No documentation change as many people already assume this is a capability since the docs do not explicitly state that the directories must already exist.
