Update test requirements

Description:
Updates our test requirements file to include the latest version.

Also migrates from the not maintained pytest-capturelog to the forked and maintained pytest-catchlog.

If you run tests locally, please update your packages once this is merged:

$ pip3 install --upgrade -r requirements_test.txt
$ tox -r

Checklist:

If the code does not interact with devices:

• Local tests with tox run successfully. Your PR cannot be merged unless tests pass
• Tests have been added to verify that the new code works.
