Proposed change

This PR introduces a change to the WeatherKit integration to use stale data for up to an hour if updates fail.

The WeatherKit API can be very unreliable in unpredictable ways at times (see #124052), and since weather data is not incredibly time-sensitive, it's acceptable to use the most recent data for up to an hour. If failures still occur after an hour, the entity will become unavailable.
