Rework UI of IconDialog to use Material3

Description

Create a new version of the IconDialog that works with Material3, deprecate the old one that uses Material2 or remove it if nothing uses it anymore.

Hey @TimoPtr, I'd love to take this one on!

I can spin up the new IconDialog composable using the androidx.compose.material3 APIs to match the modern design system, and mark the old Material2 version as deprecated (or just swap all existing call sites over to the new one right away if you prefer).

Let me know if I'm good to open a PR for this!
