Wear OS Forced Complication State Update (Tapping it) Only Works if App Recently Opened

Description of problem, include YAML if issue is related to notifications:

Previously, clicking or tapping a complication on the watch face would force an update (usually took a few seconds). Now (unsure when exactly it started), this does nothing. However, if the app is opened (or even just the Android settings for the app are opened), it works for an unknown short period of time. All permissions on the watch are enabled and 'Pause app activity if unused' is UNCHECKED.

I've noticed the same thing recently on a PW3 and Pixel 10 Pro with similar settings. If I open the HA app on the watch, everything updates.

I'm using a non-stock watch face FWIW.

I'm using a stock one, so it's not anything related to that.

I've also noticed that my HA template widget doesn't auto-update when viewed any more, but has to be manually refreshed each time. I'm guessing an OS update locked background activity further for battery savings?
