Is your feature request related to a problem? Please describe.
The built-in knowledge base file upload icon needs to be optimized, and the operation requires secondary confirmation.

Describe the solution you'd like

1. Adjust file operation button order: place the file status icon first, followed by the two operation icons.
2. Add tooltip to the file status icon.
3. Add secondary confirmation for file delete and re-upload operations.
