I want to understand how Block Node discoverability will work

Goal

So that I can understand how the Hiero Ledger systems are intended to work.

Technical Notes

Block Nodes will require an ability to connect to each other, ideally in a dynamic structure controlled from data in the network state. We need to begin the HIP process to ensure that the Hiero Improvement Proposal is well defined and approved for the network in time to have all relevant systems (including, but not limited to, Consensus, Mirror, and Block nodes; and SDKs) updated as needed.
