Installs official repo version instead of jenkins repo version on Ubuntu 12.04

On Ubuntu 12.04, this recipe installs the official repository version rather than the jenkins repo version. It appears to setup the third-party apt repo correctly, but the one that gets installed is the official Ubuntu-distributed version.

Tracked this down to the apt repository provider. It tries to run an execute resource named "apt-get update" but that was conflicting with another execute resource with the same name. I'll file an issue w/ the apt cookbook to get them to change its name.
