This includes subdivisions from: - France (FR) - Germany (DE) - Great Britain (GB) - Mexico (MX) - Pakistan (PK) - Spain (ES) - US Minor Outlying Islands (UM)
These are both federal states of Germany. The SVG variants of these flags are already correct.

The intention of this pull request is to reduce the inconsistencies between the SVG flags and the mini PNG flags. This adds 110 SVG flags, adds 18 PNG flags and modifies 2 PNG flags.
