Simplify halpid installation to use APT package#4

Replace the build-from-source instructions for the Python daemon with a simple `apt install halpid` now that the Rust daemon is available as a proper APT package. Remove Python-specific prerequisites that are no longer needed. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
