Remove autotools build (project-chip#2947)

* Delete a bunch of automake files, remove autotools from CI * Remove makefile-bootstrap as well * Remove autotools CI for reals * Add lgtm YML file to try to control LGTM * Use 4 space intent for yml * Another update to match prettier * Ask for gcc9 for LGTM.com * Fix target os for gn configure - it is linux, not linux_x64 * Remove target os flag from gn gen
