Checkout v4 is busted :)

`cabal haddock`: option `--disable-documentation` prevents reinstalling all the dependencies
Yeah, reverted to v3 for the centos:7 image. (See new commits.) |

Ci is fixed now. The haddock step went from minutes to seconds (e.g. 4min -> 4sec). |
