Orphan instance packages

Current PVP text says

> _breaking change_ If any entity was removed, or the types of any entities or the definitions of datatypes or classes were changed, or **orphan instances were added** 

Should this restriction be relaxed for `-instances` / `-orphans` _companion_ packages, like `base-orphans`  , `quickcheck-instances` or `binary-orphans` ?
