The changelog is a trimmed down summary of the git log.
I have removed several non-user visible changes while making sure that
everyone who contributed is listed at least once.

Hold off merging this for now as there are a few open PRs I'd like to merge before the release

LGTM, although re my changes maybe it is more interesting for the changelog the use of a new version of implicit-hie than the docs update
