Why takeExtensions returns dot?

I suggest to add an alternative to takeExtensions which drops heading dot

takeExtensions' "/directory/path.ext" == Just "ext"
takeExtensions' "file.tar.gz" == Just "tar.gz"

Well, I don't know the historical reason, but the windows APIs that deal with file extensions does this too: https://learn.microsoft.com/en-us/windows/win32/api/shlwapi/nf-shlwapi-pathfindextensionw#return-value

We definitely shouldn't be changing the existing behavior... that could wreck havoc. Adding another variant seems possible, but I'm not sure how widely used this function really would be.
