Build with GHC 9.8

Tracking progress of lifting the Cabal codebase to GHC 9.8.

Blocked on:

• Build with GHC 9.8 ulysses4ever/rere#23
• Support bytestring-0.12, text-2.1 etc new version of libraries bundled with GHC-9.8 input-output-hk/nothunks#35
• Testsuite failures because of

  Warning: Unknown/unsupported 'ghc' version detected (Cabal 3.11.0.0 supports 'ghc' version < 9.8): /usr/local/bin/ghc is version <GHCVER>
